Notice on Adjusting the
Charging Criteria for Urban Road Excavation and Repair
Construction committees at municipal
and prefecture levels:
The charging criteria for urban road
excavation and repair prepared by our province in 1993 has played a very
positive role in strictly controlling the excavation of urban roads and
strengthening the management of urban road excavation in the whole province.
However, in recent years, the original charging criteria for excavation and
repair of the urban road can't satisfy the need of repairing roads because
the labor cost, mechanical fee and material fee have risen in various
degrees, and moreover, the fabrication cost of unit area is raised
correspondingly with the constant application of new road materials and
constructing technologies along with the ever-higher road design standard in
the city. According to relevant regulations, we determine to adjust the
charging criteria for urban road excavation and repair in our province.
Relevant items are hereof notified as
follows:
I. The newly-adjusted charging
criteria for excavation and repair of the urban road are divided into
different categories and grades (see the appendix for details) according to
the road structure, material and city scale. The new standard comes into
effect on October 1, 1998.
II. The departments in charge of city
planning at all levels should strengthen the management of urban road
excavation and strictly control the approval of urban road excavation. If
the road really needs to be excavated due to the engineering construction,
the relevant unit must go through examination and approving formalities and
pay excavation and repairing fee according to relevant regulations.
III. Popularize new technologies and
processes in an active manner to reduce the urban road excavation. The
newly-built and reconstructed urban roads should lay all pipelines of
supporting engineering in one time by popularizing such forms as the common
ditch of for all pipelines; when the pipeline construction is being done on
the existing road, various construction technologies on road surface
excavation like push pipe and directed drilling should be popularized.
